הרצאה זו תציג סדרה של מחקרים יישומיים הבוחנים כיצד ישראל יכולה להתמודד עם שינויי האקלים באמצעות אסטרטגיות של מיתון (mitigation) והסתגלות (adaptation). ההרצאה תיפתח בהערכה של מדיניות מס הפחמן בישראל, תוך השוואה בין תכנון מדיניות אופטימלי מבחינה כלכלית לבין חלופות ישימות מבחינה פוליטית. לאחר מכן תעבור ההרצאה להערכות מבוססות־תרחישים של פיתוח משק האנרגיה ופליטות הפחמן בעתיד, ותדגיש כיצד מסלולים שונים של מדיניות, טכנולוגיה וביקוש עשויים לעצב את מסלול הפליטות ארוך הטווח של ישראל.
בנוסף, ההרצאה תעסוק בשאלות רחבות יותר של מעבר אנרגטי, חוסן כלכלי ומדיניות סביבתית בתנאי אי־ודאות. באמצעות שילוב של ניתוח אמפירי ומודלים מוכווני־מדיניות, המחקרים המוצגים מבקשים לספק תובנות מעשיות עבור מקבלי החלטות המבקשים לאזן בין צמיחה כלכלית, ביטחון אנרגטי ועמידה ביעדי האקלים.

This lecture will present a set of applied research projects that examine how Israel can respond to climate change through both mitigation and adaptation strategies. The lecture will begin with an evaluation of carbon tax policy in Israel, comparing economically optimal policy design with politically feasible alternatives. It will then move to scenario-based assessments of future energy development and carbon emissions, highlighting how different policy, technology, and demand pathways may shape Israel’s long-term emissions trajectory.
